So his girlfriend broke up with him and he decides to ingest a shit ton of pills. He clearly had a lot of problems that got the best of him because it's obvious he wanted to die. It's only tragic because he could have done so much more to help others, but he took the cowards way out. His demons are all gone now... may he rest in peace.
I'm quite sure at least one or two songs from this album will be played on the radio. As for comparing it to The Wall... I think the only comparison is the fact the movie is a backdrop for the music, even though it will never have a shred of impact like The Wall did. I also miss Tom running around naked with the other members of Blink-182 :( No matter how "highbrow" Tom gets with his music, I will always hear Blink-182-ish somewhere in the song.
