If this is true, the manager was a coward for not going over there and doing it himself. He probably was either afraid to do his own job or wanted an excuse to get rid of the waiter.

Either way, I don't think Kevin Spacey's bill would be worth paying fines, getting shut down or get a bad rep, depending on that county's local laws.
