Charlie Sheen's portrayal of Bud Fox was masterful. Forget Hot Shots Part Deux, 3.5 Men and all the other mediocre performances since. That said, he should be thankful that Oliver Stone gave him any role in the remake. It's simple folks. The Bud Fox character was phased out at the end of the Wall Street I. Bud Fox has moved onto a sedate, boring, typical career path. He's on the straight and narrow and not affiliated with Wall Street anymore. Perhaps he is a senior executive at Blue Star now. Maybe he is a yoga instructor in Santa Cruz.
The truth is stranger than fiction, and Oliver Stone has plenty of material to work with in the sequel. I'd love to see him tie in government corruption and make the plot international. Make hedge fundists into a global mafia with connections with real mafias (and also media and government and law enforcement agencies) and throw in all kinds of tech gadgetry. It could be fast paced like a James Bond plot.
