This is not Bush's plan, He didn't create this it, Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben Bernanke did. 2. Bush also "didn't get us in to this mess" What got us in to this mess is our country’s addiction to trying to make fast money in the housing market, leading to the subprime lending meltdown. Bush has nothing to do with people not being able to pay their mortgages.
Also this whole thing was inevitable, it has happened before look that the market in the UK.
Also you failed to mention that this plan didn't even need more republican votes 95 Democrats voted no. Why couldn't the votes come from there?
