Here in good ole' Indiana you are required to take an excise class in order to get your liquor license, that said. I learned in the class that a 23 oz. beer stays in your body for an hour, if Phelps drank an hour and 15 minutes before the crash there is no way that beer effected him. It has everything to do with your body mass and weight. I'm pretty sure police can't administer sobriety tests unless there is some sign of impairment.

Perez...I love ya but...can you honestly say that you didn't start drinking until you were 21? Can you even name 5 people who were 21 when they took their first drink? Come on...I have pictures of me and my mom taking shots of tequila when I'm sixteen! Plus, how many times do you have pictures of stars who are CLEARLY underage walking out of clubs, or stumbling out?
