There's no way he could sue. She refused treatment, therefore she was liable, not the paramedics. She refused treatment in Canada, she would've refused in the US or anywhere else. So honestly blaming the Canadian health care system - which most of us don't know all about considering most people here live in the US and have never been to a hospital in Canada - is pointless, because the same thing would've happened anywhere.
