I don't believe this is true. In this day and age of camera phones someone would have gotten better pics than this to sell. He does look wasted in the pic but, the picture itself is pretty innocent - just a pic with fans as he claims. If someone got Phelps with a bong, I am sure one of the college kids would have gotten some pics to sell for the money. Since no others have surfaced I highly doubt the claims of these students.

I wish all media and bloggers would band together and never speak of these two again. They are the two most obnoxious humans I've ever seen. If everyone stops reporting on them, they will go away. They are famewhores!
