I fully agree with her. In Texas, there is a law that states if you try to cross a flooded road and you get washed away down the river, you have to pay the city back for rescuing you. There are signs everywhere warning people of the extreme danger of flooding and that they will not be freely rescued. I understand that people value their homes and are worried of leaving them. Honestly, though, this is a Darwin Awards situation. You've been told that if you stay, you might die but you stay anyway; if you're stupid enough to value the price of your belongings over the price of your life, then you should front the bill for the latter.
