Until you have a toddler of your own, please stop judging those who do. Toddlers can be difficult and are strong (willed and physically)! They have minds of their own and often throw mega tantrums if they do not get their way. Please quit judging parents for the little things, such as not wearing a coat (it looks like they are trying to keep her covered with a blanket) and the way parents sometimes hold their children (holding Suri like a baby is way better than trying to drag her by her little arm).
