Odd, they taught us in college that bipolar disorder is rarely diagnosed in young children...because it's severe that doctors are not quick to medicate/treat little ones. Older kids/adolescents...I get that. I think I am a little freaked out by the obvious toddler photo though...I wonder how "at risk" is defined.
