Montreal IS in the Province of Quebec. Tremblant is about 83 miles north east of Montreal, basically in the middle of nowhere. I agree that it would be wise to have a medical helicopter available for ski emergencies given the distance between the resort and the nearest trauma centre.
However, who's to say that even if there was a medical helicopter, that someone else wouldn't have needed it at the same time? Our health care system goes on need base, not 'I am richer than you' base. From all accounts, the medical team at the resort did all they possibly could to encourage her to get treatment asap. But no one anticipates a brain injury from a seemingly benign fall on the bunny hill.
This is not the time to lay blame, there are far too many 'what ifs'.
