i live in utah, and funny enough, yesterday there was a man practically passed out on our back steps at work huffing paint cans or something. he'd been there before, been called out by the security guard to not come onto the property, and was now not only trespassing but scaring us.
we called the police, who brought the fire department over. they didn't do anything about it, didn't even talk to the guy. two hours later he was still out there, and we called the cops again. they came over, talked to the guy for about a half hour and he refused to leave, and then they decided to let him go without a problem because "he wasn't disturbing anyone".
maybe if we'd gotten someone to go make out with him it would have been taken care of.
