Born and raised in SHelby County, TN (and it is not mostly rural at all). The Memphis city govt is corrupt.

These babies and being born into the most horrible of conditions and as horrible as this sounds (I know I will get crap for saying this) these mothers have no business having babies. Saw an obit in paper today for a 30 yr old mother of 7 children. I guarentee that tax payers are paying for every cent of that family.
