Actually Mexico is in North American, hence the NAFTA- the North American Free Trade Agreement. Then there is Central American and then you come to South America.
On the other hand why any country wants the Olympics is beyond me. It always cost the country more money, security costs are beyond insane, and the whole thing is a corporation. You apply to Coca Cola, not the city or country that is hosting it to carry the Olympic Torch. Just check out the cost over runs in Vancouver- security already estimated at a billion and a new road payed for by Canadians to rich peoples party condos at Whistler.
I will say though that Obama got off lucky with not having to pay to host it and still look like he supported it for Chicago- and Rio definitely seems like a better fit than another American kick at the can.
