It actually works...a town in NJ that I work in does this and people can buy the towns money and it is good at the stores and resturants in the town...it builds the local businesses. People always want to feel they are getting something for free, so if you spend $50 to buy the towns cash and get $60 in the town cash back, its like getting free money. It really works.
